Writers: How do you decide when to turn a rudimentary idea into a fully-fledged plot?

I've usually got dozens of ideas floating around in my head at any given time, and I sometimes find it hard to choose just one or two to start developing. How do you differentiate between a good idea, and one that's maybe a bit flat?
