Detecting Cruelty-free Makeup?

I know that one of the ways to tell if a item is cruelty-free is if it is branded with the little bunny logo. What I'm wondering is what are the standards for a item to be branded with the little bunny logo? Does it mean that the nothing that went into making the product was tested on animals or just that the final product itself was not tested on animals?
