Is this Cruelty or what?!?

I feel so sory for my goldish there's no bigger fruit bowl for it. The bowl it currently lives in was passed down from my grandmother. I wish there was a bigger bowl (maybe the size of a toilet bowl) to help my goldfish become free range. :'( any suggestions on where i can buy it a bigger space and whethere or not you think this is animal cruelty also. plus can I sue the pet shop for this? SERIOUS QUESTION!
