Is this considered animal neglect (Parrots)?

My father has 2 birds. One blue front amazon, and one blue gold macaw. The amazon's cage is in a sunlit room, and the macaw's cage is in a basement with no windows, so it doesn't see sunlight. Sometimes I'll go to my dad's house and the macaw has been sitting in the dark all day. He says he forgets to open the door and turn the light on but it happens all the time. Neither of the birds have toys. All they do is sit on top of their cage all day. Both of the birds pick themselves, their tail fathers look choppy and awful; I assume its from lack of toys. Sometimes he talks to them but I know he doesn't play with them enough. He doesn't know how to take care of his pets. He thinks all you have to do with parrots is feed and water them. I feel so bad for the birds and want to take them but my father gets so mad when I tell him to take care of them right. He will probably cut me off as his daughter if I call animal cruelty but I don't care. Would you consider this neglect for parrots? Should I call animal cruelty investigation?
