If a dog is left alone in the adjacent apartment for the whole weekend...?
If a dog is left alone in the adjacent apartment for the whole weekend, barking periodically and obviously defecating wherever it pleases, and as a neighbor you say nothing about it to the apartment management, are you just as guilty of cruelty to an animal?
